CPC calls tender for the construction of Aviation Fuel Storage Facility and Fuel Hydrant System


Dec 21, 2013 (SLBO) - Sri Lanka's state owned oil and gas company Ceylon Petroleum Corporation (CPC) had recently invited bids from interested parties to construct an Aviation Fuel Storage Facility and Fuel Hydrant System outside the Apron area of Hambantota International Airport at Maththala.

In a public notice The Chairman of Standing Cabinet Appointed (Special) Procurement Committee (SCAPC) on behalf of Ceylon Petroleum Corporation said that it is inviting sealed bids from eligible international bidders, who have carried out construction works for Turnkey Projects at International Airports to perform, design, procurement, construction, testing and commission works for the 'Aviation Fuel Storage Facility and Hydrant System Project' at Hambantota International Airport at Maththala that is yet to be constructed.

It was further noted that the turkey contract covers and Aviation Fuel (Jet A-1) storage facility complete with storage tanks, loading and off loading gantries, fuel hydrant pipeline network (partial construction), product and fuel recirculation facilities. The contract also covers the construction of pumping systems, test rig, sampling systems, fire detection & fire fighting facility, electrical & instrumentation for the proper operation of entire facilities, computerized tank farm inventory control and pump sequence control system, filtration facilities, emergency fuel shut down system.

The project also includes the construction of Cathodic protection of complete Fuel Hydrant piping system and other steel structures, oily water drainage system, buildings and structures and oter infrastructure facilities.

The notice stressed that the construction period should be 12 months and that the complete bid documents could be inspected and acquired from Supplies Function Department of Ceylon Petroleum Corporation (CPC) office housed at 1st Floor, No.609, Dr.Danister De Silva Mawatha, Colombo 09. Bid documents could be obtained on payment of a non-refundable deposit of Rs.28,500 (including taxes) till 16 January 2012 via submitting a request letter from the prospective bidder.

Eligible bidders must have at least completed average annual volume of construction work to the tune of US $ 20 million during last 5 years and should have experience in performing similar turnkey contracts in international airports. The bidders should also meet the minimum requirement of Liquid Assists and credit facilities to the value of US $ 5 million.
The notice said that the interested parties could further clarify on technical information and arrange a pre-bid meeting through contacting Deputy Operations Manager (Aviation) at CPC via dammika@ceypetco.gov.lk

The sealed bids should be hand delivered or posted on or before 1400 hours on 2 February 2012 to the The Chairman of Standing Cabinet Appointed (Special) Procurement Committee (SCAPC), C/O, Supplies Function, Ceylon Petroleum Corporation, 1st Floor, No.609, Dr.Danister De Silva Mawatha, Colombo 09. The notice further said that bid shall be valid up to 147 days from the date of closing bids and that all bids must be accompanied by a bid security of US $ 225,000.
